Manassas City Police now say three people fired weapons during the Sept. 4 shooting in Old Town Manassas that killed a 16-year-old girl.
Police announced Wednesday that Xavier Wanzer, 19, of Prince William County, and Talib Davis, 23, of Manassas City, were arrested Sept. 8 with assistance from the U.S. Marshals Service.
Both are being held without bond at the Prince William County Adult Detention Center.
Tasheem Douglas, 21, of Prince William County, was arrested Sept. 5 and also remains held without bond.

What Police Say Happened
According to the Sept. 9 police release, officers heard gunfire near the 9400 block of West Street at about 9:28 p.m. Friday and quickly located two injured people.
Police said investigators determined that Wanzer approached and confronted Douglas and that the two had a preexisting hostile relationship.
During the confrontation, police said Douglas produced a firearm and fired multiple rounds at Wanzer.
Wanzer was not struck, but the 16-year-old girl was hit by gunfire and later died from her injuries.
Police said Wanzer then returned fire as Douglas fled.
Investigators said Davis was also present and fired at Douglas from the train depot parking lot.
Douglas suffered a gunshot wound to the leg/buttock area, according to police.
Police said Wanzer and Davis fled after the shooting.
How Investigators Found a Third Shooter
Chief Doug Keen said Wednesday that investigators initially believed two people had exchanged gunfire.
As detectives continued reviewing video and speaking with witnesses, police determined that a third person had also fired a weapon.
Keen credited community members who provided videos, phone calls and witness statements with helping investigators develop the case.
He also thanked the U.S. Marshals Service, which assisted Manassas police in locating and arresting Wanzer and Davis.
Keen said the two men left the area after the shooting and were apprehended separately.
Police Say Suspects Knew Each Other
Keen said investigators believe the people involved knew one another and had some prior conflict.
He said detectives are still working to establish the details of that relationship.
Keen said Wanzer and Davis were together during the confrontation.
Chief: Shooting Unrelated to Youth Attendance at First Friday
Keen also addressed concerns about the number of young people attending First Friday.
He said the shooting should not be conflated with youth attendance at the event and described the issues as unrelated.
Keen said the majority of young people attending were obeying the law and were there to socialize, listen to music and dance.
City officials did not announce any decisions Wednesday regarding the future of First Friday.
Charges
Wanzer is charged with malicious wounding, use of a firearm in the commission of a felony, and shooting in a public place within 1,000 feet of a school.
Davis is charged with malicious wounding, use of a firearm in the commission of a felony, possession of a firearm by a convicted felon, and shooting in a public place within 1,000 feet of a school.
Douglas is charged with second-degree murder, use of a firearm in the commission of a felony, and possession of a firearm by a convicted felon.
The charges are allegations. The cases remain pending in court.
Investigation Continues
Keen emphasized that the arrests do not end the investigation and that detectives still have substantial work ahead.
He also asked the public and media to continue respecting the privacy of the 16-year-old victim’s family.
The Manassas Journal is withholding the juvenile victim’s name in accordance with her parents’ request for privacy.
Police said the investigation remains active despite all three suspects being in custody.
